Rules for the 2008 OSU Mini Boys & Girls Tournament
AGE AND ELIGIBILITY This tournament is open to mini teams participating in regional level of play or mini select teams composed of players born in the year of the age groups listed below. Under no circumstances will players exceeding the age group level be permitted to play. Teams violating this rule will be expelled from tournament play and will be reported to the EODSA. The team could be subject to additional action by the EODSA. U – 9 – date of birth in 1999 or later U – 10 – date of birth in 1998 or later U – 11 – date of birth in 1997 or later A team roster may include up to three (3) three guest players from another club and up to three players playing up. No forms are required for players who are 'playing up' but guest players are required to have a TRP or Trial Permit in order to play. A player may ONLY play for one team in the Tournament LAWS OF THE GAME All games will be played in accordance with the Laws of the Game as published by F.I.F.A., except as modified herein. SUBSTITUTIONS Teams may dress and play as many as 15 players in any one game and substitutions may be made at the following times, with the consent of the referee: o On any goal kick o On a team’s own throw in o After a goal is scored o At half time or any other period (i.e., overtime) o By either team after an injury Substitutions will be unlimited in number. Substitutions will not be allowed for a player ejected from the game. GAME REPORTS A field marshal will ensure that each team enters its line-up on the official game report and will hand it to the referee prior to the game. The report will remain with the referee from the start of the game and will be returned to the tournament convener through the field marshal at the end of the game. The referee will enter goals scored and note any cautions or ejections in the game report. The playing card of any player ejected from the game must be given to the field marshal with the game report. DISCIPLINE All misconducts will be conducted in accordance with OSA rules and regulations. All decisions by review are final. Where permitted Discipline By Hearing may be requested within 15 minutes of the completion of the game. Decisions by Hearing may be appealed to the EODSA. Please note that all misconduct will be reported to the EODSA. PROTESTS Protests will not be allowed on referee judgment calls. Protests must be filed in writing to the field marshal within one half hour of finish of the related game and a $50.00 cash deposit must accompany the protests. This deposit will be refunded only if the protest is upheld. The Tournament Committee prior to the team’s next game will make a decision and the decision will be final and binding. There will be no appeals. TOURNAMENT COMMITTEE The Tournament Committee will rule on all matters of protest or dispute other than those related to the referee’s judgment call. FAILURE TO SHOW Failure to appear without valid reason within 10 minutes after scheduled kick-off time or disqualification by a team due to age violation will result in a 2-0 score being awarded to the opposition team. Should both teams fail to appear, neither team will be awarded points and both will be shown as having a loss, with the score being recorded as 0-0. Failure to appear will be considered grounds for forfeiture of a team’s entry fee. A team that intentionally forfeits a game is also forfeiting any further tournament play. All game results to date will stand. DURATION OF GAME & BALL SIZE Age Groups -U-9, U-10, U-11 Ball Size - 4 Game Duration - 2 x 20 minute halfs There will be a five-minute half-time break in all games. FREE KICKS, OFF SIDES, THROW INS The following will apply for this tournament: U9 Free Kicks - - All free kicks will be direct For any offence in the penalty area that would normally result in an indirect free-kick, a direct free kick shall taken from that part of the penalty area line which runs parallel to the goal line, at the point nearest to where the offence was committed. Off Sides - No off sides Throw Ins - No throw ins for this age group, only kick ins. U10 Free Kicks - All free kicks will be direct For any offence in the penalty area that would normally result in an indirect free-kick, a direct free kick shall taken from that part of the penalty area line which runs parallel to the goal line, at the point nearest to where the offence was committed. Off Sides - No off sides Throw Ins - Throw ins apply U11 Free Kicks - - Direct and Indirect for this age group Off Sides - Off sides apply Throw Ins - Throw ins apply SCORING Each team will be awarded three points for a win, one point for a draw and no points for a loss. TIE BREAKING – PRELIMINARY ROUND If two or more teams have the same won/lost points record after the preliminary round, the following priority will be used to select group winners and/or placing; A) Winner of the previous game between the tied teams B) Most wins C) Goals for D) Goal differential E) FIFA penalty kicks TIE BREAKING – PLAYOFF ROUND If scores are tied at the end of regulation time: Each team will select any five of their players on the field at end of regulation time to take penalty kicks. The team scoring the most penalty goals in its first five kicks will be the winner. If the score remains tied after each of the ten players has shot, then sudden-death shoot-out rule will apply and the remaining players on the team’s roster will take additional penalty kicks one at a time until a result is obtained. Each team must use the players on the filed first (goalkeeper included) before moving to the players on the bench. Each team must rotate through its entire roster, including goalkeepers, before any player makes a second attempt. UNFAVOURABLE WEATHER CONDITIONS Under normal weather conditions, games are to be played at the scheduled time and location. However, if inclement weather conditions occur, the location and starting times may be altered. Unless previously advised by the Tournament Convener, teams must appear at the scheduled location on time, regardless of weather conditions. No game will be played in an electric storm. Where a storm occurs during a game, play will be immediately suspended until the storm passes. Under no circumstances may teams withdraw from the playing field area, i.e., the parking lots, etc., until the referee has advised that they may do so. If a game is abandoned, the tournament committee will rule on its status, but every attempt must be made to complete the game as scheduled. When 75 percent or more of the total game time has been played, and play cannot continue, the game will be automatically rules complete. NOTE: There will be no refund of tournament entry fees for games reduced or not played due to weather conditions. CANCELLATION POLICY Should the tournament be cancelled in whole the Tournament Entry Fee will be fully refunded to all participating teams. The tournament Host will not be responsible for other expenses incurred as a part of participating in the tournament. CHECK IN SCHEDULE All teams are requested to check in at the field 45 minutes prior to the team’s first game.
